Job Description

The HR Operations Manager is responsible for leading and optimizing core HR operational programs, with emphasis on enterprise-level project management, process improvement, rapid project start-up, and contingent workforce transformation. This role oversees programs related to project setup planning, rapid/mass project mobilization for contractors on assignment, onboarding/offboarding, and automation.

The HR Operations Manager partners closely with the Head of HR and HRIS to automate and streamline HR processes, while advancing operational excellence across the HR function. The role requires strong collaboration with HR Business Partners (HRBPs), Talent Acquisition, Talent Development, Total Rewards, Payroll and Solution teams.
This position engages cross-functional partners and reports to the Head of HR Operations.

  • Lead and continuously improve HR operational programs related to project setup planning, rapid/mass project mobilization for contractors on assignments,
  • Serve as the HR process developer for cross-functional workflow design, documentation, and improvement initiatives
  • Manage complex, cross-functional HR projects from initiation through implementation, applying project management methodologies to ensure on-time and high-quality execution.
  • Evaluate, redesign, and streamline HR operational processes to improve efficiency, accuracy, compliance, and employee experience
  • Partner with HRIS to drive automation, system enhancements, and data integrity and security across HR technologies
  • Lead change management efforts to support new systems, processes, and workforce strategies
  • Identify and advise key stakeholders and leaders on HR operations, policy interpretation, compliance, and contingent workforce planning
  • Partner with HRBPs, Talent Acquisition, and leaders to drive project operational readiness and scalable HR solutions
  • Collaborate closely with Clinical Operations, Legal, IT, Finance, and Payroll on process alignment, issue resolution, and special projects
  • Build productive partnerships with functional stakeholders, acting as a trusted and influential resource
  • Support long-term HR planning and capability building across HR operations.
  • AI-Enabled HR Operations & Continuous Improvement
  • Leverage AI-assisted solutions to streamline high-volume onboarding, reduce cycle times, and improve "day one" readiness for rapid mobilizations.
  • Partner with HRIS/IT and others to use and scale automation (e.g., workflow routing, case intake, document checklists, knowledge-base content).
  • Maintain strong governance: ensure AI usage aligns with privacy, confidentiality, data retention, and compliance expectations; protect sensitive employee and contract information.
Qualifications

Required Skills and Knowledge (Brief description of technical knowledge or skills needed to perform the job)
  • Bachelor's degree in Business, HR, or related field with 10+ years of HR operations, project management, organizational development, or related experience
  • Master's degree with 4+ years of related experience is a plus
  • Equivalent combination of education and work experience
  • US government contract industry experience is strongly preferred
  • Excellent communication skills; ability to influence and coach leaders at all levels
  • High proficiency with Microsoft Office suite; experience with HR systems and process automation
  • Strong organizational skills, ability to manage multiple priorities, and attention to detail
  • Demonstrated ability to work collaboratively in a fast-paced, evolving environment and exercise sound judgment
  • Experience managing rapid mobilization domestically and internationally is strongly preferred
  • Advanced understanding of federal, state, and local employment laws
  • Demonstrated experience executing mid-to-large scale HR projects, process redesign, and operational transformation
  • Strong analytical capabilities, including interpreting HR data, identifying trends, and proposing solutions
  • . Ability to organize and prioritize in a quickly changing environment within resource constraints.
  • Must be able to work with a high volume of activities/projects with short deadlines.
  • Strategy and change management experience highly desired.
  • Excellent fact-gathering, problem-solving, and analytical skills to identify and address challenges.
  • Preferred: 2+ years of experience with SCA

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant's background, experience, skills, internal equity, and alignment with geographical market data.
