Position Description

Harris County Universal Services (HCUS) is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

The Contracts Compliance Analyst is responsible for analyzing, monitoring and ensuring contracts and agreements comply with applicable laws, regulations, and organizational policies. The Analyst evaluates contract terms, performance metrics, and compliance standards, identifying risks and recommending corrective actions as needed. This role includes reviewing contracts, extracting key data, and maintaining contract management system with a high degree of accuracy and integrity. The Analyst acts as a liaison between internal departments and external vendors to facilitate contract execution and resolution of disputes, and ensuring adherence to compliance requirements. Additionally, the position is responsible for maintaining and improving department contract management templates, procurement processes, and compliance checklists while providing insights to enhance efficiency and mitigate risk.
Duties and Responsibilities:• Analyze and review contracts and agreements to ensure compliance with legal, regulatory and organizational requirements.
• Ensure all contracts conform with applicable laws, regulations, and organizational policies.
• Maintain contracts in accordance with agreed contract terms.
• Reviewing contracts, extracting key data, and updating contract database system with a high degree of accuracy and integrity.
• Provide recommendations on vendor selection and support contract award decisions based on best value analysis.
• Act as a liaison between internal departments and external vendors to facilitate contract execution and resolve disputes.
• Monitor and report on contract terms, performance metrics, and compliance standards, identifying potential risks and recommending corrective actions.
• Maintain and improve department contract management templates, procurement processes, and compliance checklists.
• Assist internal customers with contract-related queries and invoices issues, provide support to Business Operations and perform other duties as assigned.

Requirements
Education:• Bachelors degree in Business Administration, Supply Chain Management, Public Administration or a related field.
Experience:• Minimum of 3-5 years of related contract management and purchasing work experience.

Position Type and Typical Hours of Work:• Regular Full-time

• Onsite 5 days/week
• May be required to work more than forty hours during the workweek or on weekends when special projects or deadlines need to be met.
