Construction Project Manager - Power

Location: Houston, TX

Position Summary

The Construction Project Manager - Power supports the Engineer, Procure, Construct (EPC) Project Manager or Program Manager in overseeing all phases of construction projects, from pre-construction through project completion and warranty periods. This role is responsible for managing safety, quality, schedule, cost control, contracts, subcontractors, suppliers, documentation turnover, client relations, field staff, and all other construction-related activities necessary to successfully execute EPC, Construction Management, Construction, and Program Management projects within the power and energy sector.

Key Responsibilities

Safety & Compliance

  • Adhere to all company safety programs, training requirements, and policies.
  • Promote, implement, and manage Safety & Health performance for project team members and subcontractors.
  • Perform project safety audits, assessments, and non-conformance reporting as required.
  • Ensure compliance with insurance, bonding, licensure, tax, and regulatory requirements.
Project Execution & Oversight
  • Oversee day-to-day construction activities and manage the successful execution of one or multiple projects simultaneously.
  • Participate in project planning, scheduling, estimating, cost development, and establishment of critical project objectives.
  • Implement assigned sections of the Project Execution Plan, including construction execution, quality assurance, safety plans, staffing plans, subcontracting strategies, and procurement plans.
  • Develop and oversee site layout, mobilization, and demobilization plans.
Contracts & Risk Management
  • Negotiate prime contracts, CM contracts, subcontracts, and change orders.
  • Participate in internal and external project risk reviews and coordinate with the Legal Department as required.
  • Direct the downstream RFP and bid process, including bidder development, prequalification, evaluation, award recommendations, and selection.
  • Manage downstream contract administration including RFIs, submittals, change management, claims mitigation, closeout, and documentation.
Financial & Schedule Management
  • Manage project cost reporting, earned value, cash flow forecasting, and schedule control.
  • Review and approve project budgets, financial forecasts, and project status reports.
  • Manage composite crew rates, labor burdens, craft install unit rates, and equipment costs.
  • Facilitate project setup, work breakdown structures, progress tracking, and closeout activities.
Client & Stakeholder Relations
  • Develop new and manage existing client relationships.
  • Serve as a primary interface with clients for proposals and project-related matters.
  • Support communication with governmental, industry, and public entities.
  • Coordinate commissioning and startup activities with clients, suppliers, and internal teams.
Team Leadership & Workforce Management
  • Develop construction staffing plans and ensure efficient, cost-effective utilization of personnel.
  • Onboard and manage craft and field supervision.
  • Provide mentorship and training to interns, construction coordinators, assistant project managers, and craft supervision.
  • Provide performance feedback to Department Managers as requested.
  • Manage labor relations, building trades relationships, and project labor agreements as required.
  • Uphold craft competency, training standards, classifications, and progression records.
Materials, Equipment & Documentation
  • Oversee materials receiving, inventory control, storage, transportation, and logistics.
  • Manage construction equipment inventory to ensure adequate resources are available.
  • Review construction field reports and ensure proper documentation control.
  • Direct project turnover documentation, warranty administration, recordkeeping, and retention.
Additional Responsibilities
  • May be assigned to a project site based on project requirements.
  • Perform other duties as assigned.
  • Comply with all company policies, procedures, and standards.
Qualifications

Required
  • Bachelor's degree in Construction Management, Construction, Engineering, or a related field and a minimum of seven (7) years of relevant construction project management experience.
    • Applicable experience may be substituted in lieu of a degree.
  • Excellent computer skills with proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Access).
  • Strong written and verbal communication skills.
  • Excellent organizational, analytical, and problem-solving abilities.
  • Ability to manage large workloads and multitask in a fast-paced environment.
  • Basic understanding of Generally Accepted Accounting Principles (GAAP).
Preferred
  • Experience with project management, scheduling, document control, and cost control software.
  • Multiple years of experience on construction project sites or program execution within industries such as power, energy, oil & gas, transmission & distribution, manufacturing, transportation, aviation, government, commercial, or water infrastructure.
