General Description

The Hazardous Materials Program Manager provides comprehensive leadership, oversight, and regulatory compliance for hazardous materials across site and project operations. This role leads the development, implementation, and maintenance of the Hazardous Materials Management Plan (HMMP) and oversees the full lifecycle of hazardous materials-from procurement and approval through storage, use, transportation, and disposal. The position ensures compliance with all applicable federal, state, and industry regulations, including OSHA, EPA, DOT, and NFPA requirements.

How You Will Fulfil Your Mission

  • Develops and maintains the site or project Hazardous Materials Management Plan (HMMP)
  • Oversees the full lifecycle management of hazardous materials, including procurement, approval, use, storage, tracking, and disposal
  • Maintains accurate hazardous materials inventories and Safety Data Sheets (SDS) using approved tracking systems
  • Ensures materials are approved for use in specific programs or missions
  • Ensures compliance with applicable regulations and standards, including OSHA (HazCom, HAZWOPER), EPA (RCRA, TSCA, Clean Air/Water Acts), DOT hazardous materials transportation, and NFPA codes
  • Prepares for and supports internal and external audits and inspections
  • Evaluates hazards associated with chemicals, fuels, propellants, cryogenics, pressurized systems, and energetic materials
  • Supports system safety reviews, including hazard analyses, FMEA, mishap, and close-call investigations
  • Works closely with system safety engineers and mission assurance teams
  • Defines and oversees proper storage and handling requirements across labs, clean rooms, test stands, and launch facilities
  • Ensures material substitutions are evaluated to reduce risk and environmental impact
  • Coordinates compliant packaging and transportation of hazardous materials, including support for flight hardware and launch operations
  • Develops and delivers HazMat training and ensures personnel are qualified to work with hazardous substances
  • Supports emergency response planning and serves as a technical authority during hazardous materials incidents
  • Coordinates with fire, medical, environmental, and security teams as required

Specific Knowledge/Certification Requirements
  • Bachelor's degree in Engineering, Construction Management, Environmental Science, Business, or a related field
  • Minimum 7 years of progressive management experience, preferably within engineering, environmental, or construction industries.
  • Demonstrated ability to manage large, complex, and high-impact projects in a fast-paced, multi-stakeholder environment.
  • In-depth knowledge of risk assessment, and regulatory compliance.
  • Excellent communication, leadership, and interpersonal skills, with the ability to manage diverse teams and influence stakeholders at all levels.
  • Self-directed, highly organized, and capable of managing competing priorities

    • Work Environment: Work will mainly be performed in an office setting and occasionally with irregular hours.
    • Travel: A low amount of travel away from office may be required.
  • Additional Requirements:
    • Must possess reliable transportation and be able to access and work on federal facilities in accordance with contract and client requirements. Employment is contingent upon successful completion of required federal background investigations and drug testing.
