Estimator - Major Midstream EPC Projects

Location: Houston, TX - Greenway Office (On-site only)
Employment Type: Contract to Hire
Work Schedule: Full-time, in-office (8 hours/day with 1-hour lunch)
Travel: Periodic travel, approximately 10-15% annually

Position Overview

The Estimator is responsible for developing and analyzing cost estimates and supporting project schedules for large-scale midstream EPC capital projects. This role is estimating-focused, requiring deep understanding of project cost drivers, conceptual estimating methodologies, and historical cost data, with scheduling serving as a complementary skill set.

The position supports major capital investments by delivering accurate, competitive, and executable estimates aligned with project scope, regulatory requirements, market conditions, and execution strategy. The Estimator works closely with engineering, procurement, construction, and project controls teams throughout project development and execution.

Key Responsibilities

Cost Estimating (Primary Focus)

  • Lead the development of conceptual, FEL 1, FEL 2, and detailed cost estimates for large-scale EPC projects.
  • Develop conceptual estimates using historical cost data, benchmarks, and analogous project information.
  • Analyze project scope, route complexity, terrain, environmental constraints, regulatory requirements, and execution strategy to produce reliable estimates.
  • Prepare detailed quantity take-offs and estimates for labor, materials, equipment, and indirect costs.
  • Maintain and improve estimating databases using historical project data and lessons learned.
  • Review vendor and contractor pricing for alignment with scope, assumptions, and market conditions.
  • Identify cost drivers, risks, and opportunities; perform sensitivity and scenario analysis.
  • Compile and review engineering deliverables to ensure all scope elements are fully captured in estimates.
  • Prepare and present estimate summaries, assumptions, and recommendations to project leadership and stakeholders.
Schedule Development & Support
  • Develop and maintain high-level and detailed project schedules using Primavera P6 and Microsoft Project.
  • Collaborate with engineering, procurement, and construction teams to ensure schedule alignment with project scope and execution plans.
  • Review and validate schedule logic, durations, and critical path for feasibility and risk.
  • Support schedule risk analysis, progress tracking, and forecasting as required.
  • Assist with contractor schedule integration and time impact analysis related to scope changes or change orders.
  • Utilize Excel to develop progress curves, dashboards, and analytical reports.
Required Experience & Qualifications

Education
  • Bachelor's degree in Engineering, Business, or a related field (or equivalent relevant experience).
Experience
  • 10+ years of experience in cost estimating and project controls on large EPC capital projects.
  • Significant experience on mega capital projects ($1B+), with recent project experience in the $500M - $3-4B range.
  • Strong estimating background with a clear understanding of project cost structures and conceptual estimating techniques.
  • Experience in midstream projects, including pipelines, facilities, and related infrastructure.
  • Working knowledge of regulatory and permitting processes, including:
    • FERC applications
    • Air permits
    • Environmental and regulatory approval concepts
  • Proficiency in Primavera P6 and Microsoft Project.
  • Strong understanding of EPC execution models, procurement strategies, and industry estimating standards.
  • Advanced proficiency in Microsoft Excel and solid skills in Word, PowerPoint, and Outlook.

  • Excellent written, verbal, and presentation skills.
  • Ability to manage multiple priorities and deadlines in a fast-paced project environment.
  • Strong collaboration and interpersonal skills across engineering, procurement, construction, and leadership teams.
  • Ability to work independently and as part of an integrated project team.
  • Experience coaching or mentoring junior team members is a plus.
Physical & Work Requirements
  • Ability to sit for extended periods and work in a general office environment.
  • Occasional lifting up to 25 pounds.
  • Periodic travel to project sites and workshops (10-15% annually).
  • Valid driver's license with a satisfactory driving record.
  • Must be able to meet standard pre-employment screening requirements.
